COMESA Invites Proposals for Salary Survey Consultancy

The Common Market for Eastern and Southern Africa (COMESA) is seeking eligible firms to submit technical and financial proposals for conducting a Salary Survey for the COMESA Secretariat. The procurement is under Contract Reference Number CS/ADMN/PROC/25-05-002/SM/nc.

Key Submission Requirements

1. Consultants must adhere to the Terms of Reference (Annex 1) outlining minimum technical requirements.
2. Proposals must follow the Standard Proposal Forms (Annex 2) in English, with certified translations for non-English supporting documents.
3. Both technical and financial proposals must be submitted simultaneously via email, with financial proposals password-protected in PDF format.
4. Only firms scoring above 70% in technical evaluation will qualify for financial proposal opening, using Quality Cost Based Selection (QCBS) 80/20 rule.
