Oran Emerges as the Epicenter of Africa’s AI Ambitions
In response to Western and Chinese dominance in artificial intelligence, Algeria is spearheading a groundbreaking pan-African initiative. The African Project for Ethical, Inclusive and African Intelligence (PAIEIA) is mobilizing fifteen academic institutions to develop AI technologies tailored to Africa’s unique cultural and linguistic realities.
With 95% of global AI algorithms trained on Western data, this ambitious project aims to address the glaring gap in technology that understands African contexts. “We no longer want to be mere consumers of technology that doesn’t understand us,” emphasized one project participant.

The PAIEIA initiative, headquartered in Oran’s University of Oran 1 Ahmed Ben Bella, represents a strategic response to these challenges. “We’re not rejecting existing technology, but adapting it with our own vision,” explained a project leader.

This initiative aligns with Algeria’s broader strategy to diversify its economy beyond hydrocarbons. Through the National Fund for Start-ups and regional incubation programs, the government is fostering innovation across digital, health, agritech, and green energy sectors.
“Algeria has the skills, infrastructure, and ambition to create solutions tailored to our realities,” stated Yacine El-Mahdi Oualid, Minister of Knowledge Economy and Start-ups.

The PAIEIA project focuses on developing AI that respects African languages, protects sensitive data, and addresses local needs in education, agriculture, and public health. The initiative will be anchored by the African Center for Research in Inclusive AI (CARII), set to open in Oran in 2025.
