Deprived of Consular Services, Congolese Living in Rwanda Cry Out for Help

Thousands of Congolese living in Rwanda are facing a dire situation following the recall of Congolese diplomats to Kinshasa. Deprived of essential consular services, many find themselves in an irregular administrative status, with expired or soon-to-expire passports and residence visas.
According to UN-sponsored Radio Okapi, the Congolese community is urgently appealing to the DRC’s Ministry of Foreign Affairs for a resolution. Over 45,000 Congolese nationals in Rwanda are grappling with administrative challenges that threaten their stability, employment, health, and dignity.
Administrative Challenges Threaten Stability
With no means to renew their passports or obtain laissez-passer documents, thousands of Congolese are unable to extend their residence visas. This precarious situation has left many at risk of losing their jobs, facing rejection in job applications, interrupting their university studies, or being denied access to medical care.
Those whose visas have already expired or are nearing expiration are particularly vulnerable. The lack of valid migration documents has created a total impasse, leaving many in a state of uncertainty and distress.
Access to Essential Services Compromised
The absence of valid documentation has also severely restricted access to essential services. Congolese residents in Rwanda are unable to carry out banking transactions, obtain criminal record extracts, or complete other critical administrative procedures.
In response to this crisis, the Congolese community in Rwanda is urging the DRC’s Ministry of Foreign Affairs to take immediate action. They are calling for the appointment of a local administrative staff member to handle day-to-day matters, facilitating the renewal of passports and the issuance of laissez-passer documents.
No Response from Authorities
Despite repeated attempts by Radio Okapi to reach the Congolese Ministry of Foreign Affairs on Friday, March 21, no response has been received. The silence from authorities has only deepened the frustration and anxiety of the affected community.
As the situation continues to worsen, the Congolese living in Rwanda remain hopeful for a swift resolution to restore their rights and dignity.
