Rwanda has described the recent ceasefire agreement between the Democratic Republic of Congo (DRC) and the AFC/M23 alliance as an “important – even decisive – step” towards lasting peace in the conflict-ridden eastern region.
The agreement, signed on April 23 in Goma following Qatar-facilitated negotiations, marks what Kigali sees as a potential turning point in regional stability – provided the deal is implemented in good faith.
Diplomatic Breakthrough in Doha
The joint declaration emerged after several days of discreet negotiations in Doha, with both parties describing the Qatari framework as “constructive.” The agreement includes commitments to:
- Immediate cessation of hostilities
- Shared rejection of hate speech
- Continued dialogue to address root causes of conflict
Rwandan Foreign Minister Olivier Jean Patrick Nduhungirehe welcomed the development, stating: “This represents an important – even decisive – step towards lasting peace in eastern DRC, provided it’s implemented in good faith.”

The agreement comes amid intensified regional diplomacy:
- Togolese President Faure Gnassingbé, AU-appointed mediator, recently met with Rwandan President Paul Kagame
- Togo committed to establishing “foundations for constructive dialogue” between DRC and Rwanda
- Kigali maintains commitment to comprehensive diplomatic process despite Kinshasa’s accusations
The joint statement specifically calls on local communities, media, and religious leaders to support peacebuilding efforts in eastern DRC.

With multiple diplomatic initiatives converging – including Togolese mediation, Qatari facilitation, and Rwandan engagement – regional observers see potential for meaningful progress in a conflict that has persisted for decades.
