Background
The United Nations World Food Programme (WFP), headquartered in Rome, Italy, is the world’s leading humanitarian organization focused on saving lives and improving nutrition. With operations in 83 countries assisting nearly 100 million people annually, WFP Sierra Leone’s Research, Assessment and Monitoring Unit is seeking professional services for data collection, analysis, and reporting.
The organization requires a qualified service provider (research firm, university, NGO, or institution) to serve as a Third-Party Monitor (TPM). This critical role ensures transparency, accountability, and program quality through independent data collection and evaluation.
TPM Objectives:
- Enhance program quality through objective monitoring
- Ensure accountability in activity implementation
- Improve decision-making with reliable data
- Strengthen community engagement via feedback mechanisms
Purpose of Expression of Interest
WFP Sierra Leone aims to identify suppliers with verified technical and financial capacity for TPM services, including:
- Providing qualified enumerators
- Managing data collection and quality control
- Conducting data analysis
- Presenting findings
- Submitting comprehensive final reports
Eligibility Requirements
Potential service providers must meet these criteria:
- Local Registration: Valid business registration and local presence in Sierra Leone
- Compliance: Tax clearance and NASSIT compliance certificates
- UN Standards: Clean record per WFP Anti-Fraud and Anti-Corruption Policy
- Technical Capacity: Experienced personnel, field management expertise, and strong analytical skills
