Group Condemns Emergency Rule Proposal as Unconstitutional

ABUJA – The Patriots for the Advancement of Peace and Social Development (PAPSD) has strongly rejected calls for a state of emergency in Zamfara State, labeling them as “politically motivated, ill-conceived, unwarranted, unpatriotic and unconstitutional.”

In a statement released on Saturday in Abuja, Dr. Sani Shinkafi, Executive Director of PAPSD, described the demands as a deliberate attempt to destabilize Zamfara and undermine Governor Dauda Lawal’s administration.

No Basis for Emergency Rule

Shinkafi emphasized that the security situation in Zamfara doesn’t warrant emergency measures, noting significant improvements compared to previous years. He dismissed circulating social media content about attacks as recycled footage meant to create unnecessary tension.

“The situation that led to the declaration of a state of emergency in Rivers State is completely different from Zamfara’s circumstances,” Shinkafi stated, highlighting Governor Lawal’s focus on fulfilling campaign promises with legislative and public support.

Constitutional Provisions Cited

The PAPSD leader referenced Sections 188, 189, and 305 of the 1999 Constitution (as amended), clarifying proper procedures for gubernatorial removal and presidential emergency powers. He stressed that Zamfara isn’t in a state of war that would justify such extreme measures.

Security Challenges and Solutions

Shinkafi acknowledged governors’ limited constitutional authority over security deployments, calling for constitutional amendments to empower state executives. He urged:

  • President Tinubu and military leadership to address security breaches promptly
  • Better motivation and equipment for security personnel
  • An emergency security summit involving stakeholders

Political Reconciliation Urged

The group appealed to the Zamfara State House of Assembly to resolve issues leading to the suspension of nine members, advocating political solutions to maintain democratic progress.
