ECOWAS Parliament Strengthens Accountability with Revised Rules of Procedure

The Economic Community of West African States (ECOWAS) Parliament has taken a major step toward improving accountability and governance within its institution. During its First Ordinary Session in Abuja, Nigeria, on Wednesday, 21 May 2025, the regional legislative body adopted revised rules of procedure aimed at enhancing discipline and efficiency.

Key Reforms Led by Hon. Billay G. Tunkara

The reforms were presented by Hon. Billay G. Tunkara, the Fourth Deputy Speaker of the ECOWAS Parliament and Majority Leader of the Gambian National Assembly. As Chair of the Ad Hoc Committee responsible for the procedural overhaul, Tunkara outlined the key changes designed to strengthen parliamentary operations.

Stricter Attendance Policies

One of the most notable updates is the introduction of stricter attendance requirements. Members who miss one-third of an ordinary session without valid justification will face disciplinary measures, including the suspension of their sitting allowances.

Inclusivity and Decorum

The revised rules also emphasize inclusivity and professionalism. Key provisions include:

  • Promoting gender and language balance in committee appointments
  • Prohibiting derogatory remarks against fellow parliamentarians and Heads of State
  • Establishing a formal dress code to uphold the dignity of the Parliament

Enhanced Quorum and Neutrality in Debates

To ensure broader participation, the new rules raise the quorum requirement to 50 members before a session can officially begin. Additionally, the Speaker must temporarily hand over the chair to a Deputy Speaker before engaging in debates, preserving neutrality in deliberations.

The adoption of these revised procedures is expected to improve discipline, attendance, and the overall quality of debates within the ECOWAS Parliament. These changes reinforce the institution’s commitment to fostering democratic governance and accountability across West Africa.
