Malawi Revokes Diplomatic Passport Issued to Nigerian Businessman Amid US Scrutiny

The Malawian government has revoked the diplomatic passport issued to Nigerian businessman Dozy Mmobuosi in 2023, following concerns about passport integrity that placed Malawi on a US watchlist.

US Pressure Leads to Passport Recall

The decision comes one month after The New York Times reported that the United States considered placing Malawi on a potential travel ban list due to passport security issues. Minister of Homeland Security Ezekiel Ching’oma confirmed the revocation, citing “legal ineligibility and administrative oversight.”

Immediate Action Taken

“The diplomatic passport has been withdrawn forthwith,” stated Ching’oma. “We are following up on officers involved in its issuance.” The government has alerted all border authorities and given Mmobuosi seven days to surrender the passport.

Legal Basis for Revocation

A letter from the Department of Immigration stated the passport (MWD001502) was “issued in error and contrary to the law,” as diplomatic passports are reserved exclusively for Malawian citizens. Mmobuosi, CEO of Tingo Group currently facing fraud allegations, had no Malawian citizenship claims.

US Government Concerns

The US had fined Mmobuosi $250 million for “massive financial fraud” and placed Malawi on its Yellow List for weak passport security. Reports indicate Malawi faces a 60-day deadline to address concerns or risk stricter travel restrictions.

Experts Demand Accountability

Governance expert Mavuto Bamusi called the incident evidence of “the depth of corruption” in Malawi’s public sector, demanding investigations into officials involved. Commentator Charles Kajoloweka alleged diplomatic passports are routinely “sold to the highest bidder.”

Who Qualifies for Diplomatic Passports?

According to Malawi’s Immigration Department, diplomatic passports are reserved for:

  • The President, Vice President and their spouses
  • Former presidents and vice presidents
  • Cabinet ministers and MPs
  • Senior government officials and diplomats
  • High-ranking military and judicial officers

The government is now reviewing immigration laws to prevent future breaches as it works to restore international confidence in Malawi’s travel documents.
