Regional States Accuse Federal Government of Undermining Autonomy

MOGADISHU – Somalia’s Puntland and Jubaland states have strongly rejected the recent communique issued by the National Consultative Council (NCC), accusing the federal government of making unilateral decisions that threaten their autonomy.

In separate statements released on Thursday, both regional administrations condemned the outcomes of the NCC summit held in Mogadishu. They allege President Hassan Sheikh Mohamud and his allies orchestrated the decisions without proper consultation.

Jubaland’s Strong Opposition

Jubaland’s leadership particularly objected to a federal directive granting the Interior Ministry authority to determine the legitimacy of regional governments. This move directly affects President Ahmed Mohamed Madobe’s administration.

“These decisions are not only illegitimate but inapplicable,” stated Jubaland officials, interpreting the move as an attempt to remove Madobe, whose re-election Mogadishu previously rejected.

The tension recalls a failed 2023 military operation by federal forces to oust Madobe, which Jubaland security forces successfully repelled.

Puntland Raises Alarm

Puntland expressed similar concerns, alleging federal plans for military intervention against both regions. “We are prepared for any scenario,” warned Puntland authorities, highlighting growing federal-regional tensions.

Broader Political Implications

The conflict emerges as President Mohamud restructures his political party, incorporating representatives from Galmudug, Hirshabelle, and Southwest states. Critics view this as part of a power consolidation strategy to implement a controversial one-person, one-vote electoral model opposed by Puntland and Jubaland.

This escalating political crisis threatens Somalia’s fragile federal system and complicates national reconciliation efforts ahead of upcoming elections.
