Zambia Increases Copper Exploration to Reach 2031 Goal
Ambitious Plans to Boost Copper Production
Zambia is taking bold steps to solidify its position as a global copper powerhouse by launching strategic initiatives to increase exploration and production. The nation aims to produce 3.1 million tons of copper annually by 2031, focusing on attracting investors, simplifying licensing, and unlocking new mining opportunities.
Streamlining Mining Licensing
A key component of Zambia’s strategy is the Zambia Integrated Mining Information System, launched in early 2025. This digital platform streamlines the mining license process, accelerating investment and exploration efforts.
Government Crackdown on Dormant Permits
To foster a more favorable environment for copper exploration, the Zambian government has taken decisive action against inactive mining permits. Authorities revoked over 1,000 non-compliant licenses in 2024, redistributing them to active investors. This initiative has already yielded results, with a 79% increase in mining licenses awarded in 2024 compared to the previous year.
International Collaboration and Investment
Zambia has partnered with the Geological Survey of Finland to conduct high-resolution aerial geophysical surveys, mapping mineral resources and identifying new exploration areas. Additionally, the government established the Zambia Minerals Investment Corporation Limited to facilitate joint ventures in exploration, production, and mineral processing.
Strengthening Foreign Relations
In January 2025, Zambia signed a cooperation agreement with Saudi Arabia to enhance technology transfer, talent development, and investment in copper exploration and production. The government is also revitalizing disused mines, including Mopani and Konkola Copper Mines, to reinvigorate the sector.
Private Sector Participation
Private companies are playing a crucial role in Zambia’s copper expansion. Barrick Gold has secured a new exploration license in northern Zambia and is intensifying drilling at Lumwana. Meanwhile, Jubilee Metals Group is expanding operations at its Roan and Sable Refinery sites, and Handa Resources (a joint venture between Arc Minerals and Anglo American) has begun drilling at three newly permitted sites.
